In recent years, it has been seen how important it is for listed companies to be managed properly and transparently to enhance their credibility in the markets. In this scenario, AENOR, the Spanish Association for Standardization and Certification, focused on providing solutions to the needs of the business fabric, has not been oblivious to the social and business concern for having tools that improve the surveillance and transparency systems of good governance. . This is how the new certification was born.

The UNE-ISO 37301 standard helps organizations establish a solid culture of integrity and compliance, contributing to their success and sustainability. The standard facilitates the achievement of SDG 16 Peace, justice and strong institutions of the United Nations 2030 Agenda.

New certification

The new AENOR Compliance Management System certification based on the UNE-ISO 37301 Standard joins the solutions offered by the market to promote the culture of compliance in a broad sense, facilitating the identification and updating of the main obligations that affect the activities, products or services of the organizations.

It establishes the requirements to implement a transversal compliance management system in organizations of all sectors and sizes, being certifiable. It is the global benchmark in compliance and has been approved by nearly 60 countries around the world, including Spain.

The new UNE-ISO 37301 Standard replaces UNE-ISO 19600: 2015, which constituted a guideline for the implementation of compliance management systems in organizations, but which it was not certifiable. And the thing is, the UNE-ISO 37301 Standard, as it contains requirements, is. In addition, it completes its content with a guide that includes guidelines that are not mandatory, but that can be of great help for the application and correct interpretation of these requirements.

Likewise, the UNE-ISO 37301 Standard shares the High Level Structure of the ISO international management system standards, which favors integration with other systems.

Due to its impact on the global market, this standard has an official ISO version in Spanish, in which 12 Spanish-speaking countries have worked, through a working group chaired by Spain.

Outstanding new features of the standard

Among the most significant novelties, it reinforces the importance of leadership by integrating the Compliance culture within this section of the standard and unequivocally including the principles of governance of the Compliance function.

In addition, it implies the necessary exercise to identify the relevant obligations, their systematic updating and the evaluation of the impact that these obligations have on the organization, as a prior step to carrying out the risk assessment.

Due to its structure, it complements and allows easy integration with the different standards that address specific areas of Compliance, such as the Standard UNE-ISO 37001 for the prevention of bribery, the UNE 19601 for crime prevention o la UNE 19602 for the prevention of tax contingencies.


The rule UNE-ISO 37301 It has been developed to help organizations establish a strong culture of integrity and compliance, contributing to their success and sustainability. The standard facilitates the achievement of the United Nations 2030 Agenda through the Sustainable Development Goals (SDG). Thus, UNE-ISO 37301 helps to achieve SDG 16 Peace, justice and solid institutions, contributing significantly to its goals:

  • Substantial reduction in corruption and bribery in all its forms (Target 16.5)
  • Creation of effective and transparent accountable institutions at all levels (Target 16.6)

What are the compliance rules?

Compliance or regulatory compliance consists of establishing adequate and sufficient policies and procedures to guarantee that a company, including its directors, employees and related agents, comply with the applicable regulatory framework.

Certification in Spain

In addition to the certifications established, indicated above, by AENOR it is possible in Spain to have opinions or certifications based on specifications or private requirements, with the limitations that such approximations entail.

There are organizations that base the reasonableness of their Compliance structures not on the basis of certifications but on audit work.

International reference

ISO 19600 on Compliance Management Systems is the international reference that establishes good practices in the management of compliance with its obligations. Its field of applicability is extensible to any company and organization, and it is compatible with any other standard that establishes management systems. This International Standard provides guidance for establishing, developing, implementing, evaluating, maintaining and improving an effective compliance management system.
