Mario Draghi’s ‘gift’ to Giorgia Meloni


The age Mario Draghi’s term as Prime Minister, the Italian with the most international prestige, will come to an end at the end of October, the date on which powers will be transferred to his successor, according to forecasts. Typically, several weeks pass before a coalition finalizes its agreements for government formation and program. Meanwhile, Draghi, the acting prime minister, has given the new government a nice “gift”.

On Friday, he spent six hours making phone calls and exchanging documents with Brussels, to obtain the green light from the European Commission for the check of 20 billion euros, corresponding to the second payment of European funds this year. It is a good umbrella for a couple of months, to avoid problems in the negotiation with the new government, to which it sends a clear message at the same time: when commitments are respected, the results and the money arrive. Although Meloni has made a tough opposition to Draghi, both have maintained a good relationship and hope to make a model transfer of power.

At the end of the counting of the votes, the President of the Republic, Sergio Mattarella, comes into play, who, depending on the result of the elections and the composition of the new Parliament, must appoint a new Prime Minister. Mattarella appoints the leader most likely to win the support of Parliament in a vote of confidence. In this case there is no doubt, because the majority of Giorgia Meloni is very broad. But the right-wing bloc now has to deal with the President of the Republic during the formation of the new government.

The Head of State also has the formal power to appoint ministers, although he usually appoints them on the recommendation of the new head of government. But he can suggest some prestigious people or veto a name, if he does not consider it up to the Executive or Italy’s commitments and obligations.

For example, after the 2018 elections, Mattarella rejected the name of the economist Paul Savona, known for his position against the euro, who was proposed by the 5 Star Movement and the League as Minister of Economy. Sergio Mattarella explained his veto to the economist Savona in this way: «I shared and accepted all the proposals of the ministers, except that of the Minister of Economy. This appointment is always an immediate message, trustworthy or alarm, for economic and financial operators. I requested, for that ministry, the indication of a political exponent authorized by majority, in accordance with the agreed program. An exponent that, beyond the esteem and consideration for the person, is not seen as a supporter of a line [anti-euro], repeatedly expressed, which could probably, or even inevitably, lead to Italy’s exit from the euro’.

Meloni is not afraid of vetoes

Asked Meloni, in the last electoral interview in RAI, last Friday, if she thinks that any of the possible ministers she has in mind could have any problem being proposed to Mattarella, the leader of the Brothers of Italy stated that with her list of new ministers there will be problems.

In short, Meloni has clearly won the elections, according to forecasts. She is now one step away from becoming Prime Minister and occupying the Chigi Palace. But this is only the beginning of a new stage for Italy that is yet to be defined.
