The Board asks the Ministry for “flexibility” in the fruit and vegetable programs due to the drought

The Ministry of Agriculture, Rural Development, Population and Territory has transferred to the Ministry of Agriculture, Fisheries and Food the requests for flexibility for the exemption of certain regulatory compliances in the fruit and vegetable sector due to the effects of the drought.

This has been transferred this Tuesday by the general director of the PAC, Javier Gonzalo, in the meeting held with Cooperatives Agrifood Extremadura at the headquarters of the Ministry, attending to the requests of the sector.

Specifically, the Ministry has been asked, in order to transfer it to the European Commission, flexibility in the fulfillment of environmental obligations and in the maintenance of the investments of the operational programs, linked to the operational programs of the Producer Organizations of Fruits and Vegetables.

Therefore, it has been requested, due to the situation of severe drought in the Tajo and Guadiana hydrographic basins, that the fulfillment of two or more environmental actions to be carried out this year be allowed to be reduced, since it puts the organizations in serious problems. to reach the planned 10%, a situation that could lead to non-compliance with the program and even the reimbursement of funds.

Likewise, given the difficulty of compliance due to major causes, it is demanded that in the case of investments financed in several annuities there should also be flexibility in this measure, to prevent the fund from falling below 60% of what was initially approved.

The Board continues to work together with the Organizations of Producers of Fruit and Vegetables (OPFH) to try to reduce the negative effects of the drought on these farms in Extremadura.

The Ministry of Agriculture, Rural Development, Population and Territory of the Junta de Extremadura already published a month ago in the Official Gazette of Extremadura (DOE) a resolution that established the flexibility measures to be able to receive direct payments from the Community Agrarian Policy ( PAC) due to the prolonged drought situation that is compromising the productions.

The resolution determines drought as a cause of force majeure for the purposes of fulfilling obligations and admissibility criteria for certain aid.

The lack of rainfall that has been experienced in the region for a prolonged period of time, which has compromised the viability of crops, is a phenomenon that Spain has been experiencing on a recurring basis. Thus, there have been episodes of drought in recent times during the years 2005, 2011 and 2017, which have required the adoption of palliative measures complementary to agricultural insurance to compensate the income of affected farmers and ranchers.
