The plenary session of the Consell yesterday approved the Decree of Public Employment Offer (OPE) of 2020 that contemplates a total of 1,322 places, of which 782 will be for the free shift and the remaining 540 will be used for internal promotion, with the aim of reducing temporality in the Valencian Administration. The OPE that yesterday was announced by the vice president and spokesperson of the Consell, Mónica Oltra, contemplates calls for 30 bodies and scales ranging from general administration technicians to auditors through journalists, industrial engineers, agronomists, computer scientists and public works, as well as architects, psychologists, administrators, research scientists, specialists in statistics and social health care, among others. Furthermore, the decree itself establishes that the Generalitat obliges itself to carry out the selection processes within a maximum period of two years from its approval.
After the approval by the plenary session of the Consell, the minister Gabriela Bravo assured this media yesterday that this public job offer is part of the project that the Generalitat started in 2016 to reinforce public services. These 1,322 places join the 4,902 corresponding to the calls for the years 2017, 2018 and 2019. According to the councilor, «we are talking about 6,224 places, which represents more than a third of the staff of the Public Function that currently comprises it about 17,000 people ». The 2020 OPE includes 70 calls that will be added to the 221 selection processes that are already underway and that will be carried out in the remainder of the year and throughout 2021. “When this term ends, the Generalitat will have a staff renewed of more than 6,200 people “, said yesterday the head of Justice.
More than 5,000 civil servants will retire in the next five years, reason why the Generalitat has marked the intention of “recruiting” new troops to guarantee the public services to the Valencians. As Mónica Oltra stated yesterday, the incorporation of new officials is expected to avoid the collapse of the Public Function due to the aging of the workforce. This OPE has been designed in accordance with the provisions of the General State Budget Law of 2018, which sets a replacement rate of 100% for the sectors considered priority and 75% for the rest. It also reserves more than 7% of all the places to be covered by people with a degree of disability equal to or greater than 33%.
In addition, the Public Employment Offer includes measures to promote gender equality since the calls will include, as a tiebreaker, before the draw or first letter of the surname, the resolution in favor of women in the event that the female sex was underrepresented.
The vice-president of the Consell, Mónica Oltra, announced yesterday this public employment offer at the press conference after the plenary session in which a new agreement with the Generalitat of Catalonia was also approved in which both institutions undertake to promote actions that contribute to the reparation and recognition of the victims of Franco’s repression. In addition, the plenary session also approved an institutional declaration to work to defend and promote the rights of Valencian children and adolescents, through the implementation of new normative instruments.
