The Diputación de Badajoz will convene this year 286 places to make interim permanent

The Diputación de Badajoz is going to announce this year 286 places to stabilize temporary employment, that is to reduce the number of interims with temporary contracts that occupy structural jobs.

The job offer covers the stabilization places approved in 2019, which are 164, and those of last year, which add another 122. In both cases, they affect jobs covered with temporary contracts within the structure of the Diputación de Badajoz, as well as the Autonomous Collection Agency (OAR), the environmental consortium of Promedio and the Firefighters Consortium (CPEI).

The objective of this call is to place the temporary rate below 8%, which is the ratio set by Europe to be able to receive funds from the economic recovery plan. This is a commitment that the Government of Spain acquired with the European Union through the reforms contained in the Recovery, Transformation and Resilience Plan and also means complying with the rulings of the Court of Justice of the European Union and the Supreme Court on The matter.

The job offer approved in 2019 includes 164 positions that are now occupied by interims continuously for at least three years prior to December 31, 2017. Specifically, these are 106 positions in the general structure of the Diputación Badajoz (48 civil servants and 29 labor) and the OAR (29), 21 Average and 37 CPEI.

In the 2021 offer, the list of positions that will undergo the stabilization process reaches 122, with 113 from the Diputación structure (50 civil servants and 44 labor) and the OAR (19), 5 Average and 4 of the CPEI. In this case, it is about positions of a structural nature that, whether or not they are within the list of jobs, templates or other forms of organization of human resources and being budgeted, have been occupied temporarily and uninterruptedly at least in the three years prior to December 31, 2020.

This means that the structural positions that have been occupied on an interim basis for at least five years, as well as those occupied by interim people who have been employed in the Administration for more than five years, will be called through this extraordinary process for their stabilization, which does not require of opposition.

The rest of the places will be subject to the selective process of competition-opposition, which will be governed by the principles of free competition, equality, merit, capacity and publicity.

Summoned before December 31

The deadlines to stabilize the temporary employment of the Badajoz Provincial Council are set by Europe, which requires that the selection processes be resolved before December 31, 2024.

To reach that date, the calendar managed by the provincial institution is to convene the selective processes to cover the places before December 31 of this year. Once they are convened, “the Provincial Council will inform each affected worker individually that the position they occupy is included in the stabilization process,” they detail from the Human Resources Area.

However, of the 286 places in the complete offer, 35 have already been announced by the Firefighters Consortium, corresponding to driver, mechanic and firefighter positions that are currently in process.

From the Human Resources Area it is explained that the offer of stabilization places has been negotiated with the unions that have representation in the Provincial Council and in its autonomous bodies.
