The Diputación de Badajoz will help the towns to renew their machinery

The acquisition of new or pre-owned equipment will be financed, with a maximum age of 5 years

The Diputación de Badajoz will help the towns to renew machinery for the maintenance of municipal infrastructures within the framework of the ‘Provincia Segura’ plan, endowed with a total budget of 750,000 euros, and which is joined by another program aimed at aid for the drafting of projects that boost the local economy and create jobs.

The provincial deputy for Development, Francisco Farrona, accompanied by the director of the Area, José Carlos Cobos, has presented two of the plans managed by the council, specifically the one called ‘Provincia Segura’ and dedicated to the renovation of machinery in the municipalities of the province; and that of grants for the drafting of projects that is already in its third year.

The objective of the bases of the machinery renovation plan consists of the establishment of regulatory norms for access to public aid, in a non-competitive concurrence regime, of the municipalities and smaller local entities. The acquisition of new or semi-new machinery, with a maximum age of 5 years, will be financed for the “adequate” maintenance of green areas, roads and other municipally owned infrastructures that are provided directly by municipal personnel in each town hall.

In this way, the main purposes of this ‘Provincia Segura’ plan contemplate aid to localities in the acquisition of new machinery to improve the maintenance of municipal infrastructures; the reduction of occupational accidents; and support the private sector, in “almost all cases small SMEs supplying this type of machinery”, according to the Badajoz Provincial Council in a press release.

In this sense, he has detailed that this is usually the one dedicated to conservation and maintenance, specifically compactors, vibrators, rollers, concrete mixers, hammer drills, chainsaws, lawnmowers, brush cutters or others of a similar nature.

This machinery, Farrona has clarified, must comply with the European Parliament directive that regulates health and safety in its use, while the period for acquisition and payment is between the date of publication in the BOP and December 31, this year.

It has also highlighted that these actions are part of the process of fighting the demographic phenomenon, “fully compatible” with the Sustainable Development Goals “which guarantees a healthy life and inclusive and safe cities”, while also having an impact, on the other part, in what it means for the economic revitalization of the towns.

The maximum subsidy granted to each municipality and smaller local entity is 4,150 euros; and the total budget is 750,000 euros.

Drafting of projects

Regarding the subsidy plan for drafting projects, the provincial deputy for Development has emphasized its two purposes, the improvement of the living conditions of the municipalities, and the revitalization of the local and provincial economy with the corresponding generation of employment.

With a budget of 500,000 euros, which added to the previous two years amounts to 1.5 million, it is managed under an ordinary competitive system and includes the costs of topography work and geotechnical studies if necessary.

These actions subject to the subsidy will correspond both to the drafting of infrastructure works projects pending initiation or in the planning phase, and to those projects drafted as of January 1, 2022, the deputy asserted.

Likewise, projects that are based on industrial estates that stimulate the economy or those infrastructures related to socio-health care, such as day centers, supervised apartments or nursing homes, will be specially scored.

The period of execution and payment of the subsidy provision is between January 1, 2022 and until September 30, 2023.

As detailed by Farrona, each beneficiary entity will be subsidized for the total amount of the budget presented, provided that it does not individually exceed the amount of 10,000 euros. In addition, adds the deputy, “only a single project may be submitted and subsidized per requesting entity with a period of 20 business days for the submission of applications.”

For the criteria for selection and allocation of funds, the population, the lack of qualified personnel, the drafting of the infrastructure works project will be taken into account, which must have a relevant impact on the development of development policies for the demographic challenge, and not having received aid in previous calls or that it is below 3,000 euros.

“It must be taken into account”, concluded Francisco Farrona, that positive discrimination has been established for certain investments “that favor job creation, especially for women, and attention to the most sensitive groups of the population, especially young people and third age”.
