Forty-five days after the presentation of his penultimate Government, Emmanuel Macron he has been forced to change the government team again “to transform France and ensure its independence.” The extreme left threatens with a motion of censure in a National Assembly (AN) without an absolute majority of any kind.

Macron was re-elected president on April 24. He took a month to change his government, on May 20. On June 19, the party and the presidential majority achieved a minimal relative majority in the new AN, where the populist extreme left and extreme right made a historic appearance. Twelve days later, on Monday morning, the president changed government again, to hold a first council of ministers a few hours later.

It will be a “technical adjustment”. But the change, forced, tries to face a rainbow of growing problems.

Olivier Veran former Minister of Health, replaces as spokesman for the new Government Olivia Gregoire (former sentimental partner of Manuel Valls), victim of blatant incompetence. Damian Abad Minister of Solidarities, was removed from office, accused of sexual violence, persecuted by several young women who have multiplied the reports of attempted rape.

All the important ministers, Bruno Le Maire (Economy), Gérald Darmanin (Interior), Catherine Colonna (Foreign Affairs), Sébastien Lecornu (Defense), Pop Ndiaye (Education) remain in office. But the new “technical adjustment” and change of government is a faithful reflection of underlying political fragility, with a very hostile National Assembly and a very degraded social climate.

As a preamble to the first council of ministers, Macron made a serious declaration of principles: “The parliamentary groups have confirmed their refusal to participate in a coalition. We must confirm the national independence in a context of war a in Europe. That independence is only possible by reforming and transforming France.”

That is the threatened matrix of Macron’s new presidential mandate: to reform and “transform” France in a situation of international war and deep national divisions.

First reforms

Élisabeth Borne, Prime Minister, Head of Government, will present in the AN, this Tuesday, the first reform projects. La France Insumisa (LFI, populist extreme left) threatens to present a motion of censure.

Macron has a minimum relative majority of 250 deputies in a 577-seat AN. All the lefts add up to 149 deputies , the extreme right 89, the traditional right 74. Together, the extreme left and the extreme right have fewer seats than Macron. It is not evident that the traditional right votes on a motion of censure demanded by the extremes.

Faced with this situation of fragile and unstable parliamentary balance, Macron must face an incipient social frond, at the beginning of his new presidential term.

The staff of the Parisian airports threaten strikes, with possible disruptions for all European air traffic. The railway workers have called a national strike for Wednesday . Public service doctors and nurses threaten new strikes. The increase in the price of fuel and inflation threaten a social outrage, during or after the holidays.
