The Government and the Generalitat meet in a bilateral meeting that expects progress in scholarships and neighborhoods

The bulk of the unresolved issues is, from the point of view of the Generalitat, of a great magnitude. There has been no bilateral appointment since 2018 and it is necessary to go back to 2001 to record the previous one. According to data from the plumbers who prepare the technical meetings, the conflict in recent years has been reduced in many cases that have not transcended thanks to agreements of the subcommittees. But new shocks have also appeared in areas such as the Minimum Living Income implemented by the Government -which coexists with the previous Catalan benefit, the Guaranteed Citizenship Income– The Audiovisual Law project of the central Executive and the distribution of covid funds, among others. This last aspect is not on the official agenda for this Monday, something that has angered the Government and that the Government recalls that it was addressed at the Conference of Presidents last Friday, to which ‘President’ Pere decided not to attend. Aragonese. The ‘consellera’ of the Presidency, Laura Vilagrà, will require addressing the issue in question and answer session.

Scholarships, trains and social aid

The scholarship management It is an old controversy in which it seems that progress can be made, for the Government to manage them from the 2022-23 academic year. The Generalitat claims this competence since the Constitutional in 2001 gave him the reason in this regard. According to the ‘conselleria’ of Universities, the costs of managing the scholarships that it assumes despite not having transferred said competence is 10 million euros.

Another issue with the possibility of running out of ground is the financing of the Rodalies railway service. Government sources point out that, in the bilateral, it could be unblocked what already has an agreement of the economic affairs commission between both governments, that is, the one that indicates that the transfers of resources to Catalonia in this matter must be made effective – Suburban and regional – in accordance with the transfer of powers of 2009. The issue, then, this tariff deficit (financing the transfer) would be unblocked twelve years after being agreed.

It remains to be seen whether solutions will also arrive in the face of the clash between both administrations due to the entry into force of a State Minimum Vital Income, when the Generalitat already manages the Guaranteed Citizenship Income. The Government claims that Catalonia only governs the Catalan law. Social entities are calling for an end to the partisan war and for there to be coordination and, above all, a notable improvement in the management of these benefits so that they reach all beneficiaries in a context of notable increase in poverty.

Another conflict of notable social impact is the decision of the Government to resort to the Constitutional Catalan law that limits the price of rents in certain cities with rising prices. The Generalitat and the social entities that promoted the norm pressure the Government to also legislate throughout Spain in a similar sense, but the PSOE and United We can maintain different positions regarding how to approach the regulation. The only advance has consisted in the will of the central Executive not to paralyze the Catalan norm while the High Court studies it.

A long list

The list of demands of the Catalan party -which will sit in front of the new Minister of Territorial Policy and Government spokesperson, Isabel rodriguez, and six other high positions- is very long and also reaches the Audiovisual Law project of the Government, which considers a red line because it is harmful to the interests of the Catalan in the sector, as well as the well-known third additional provision of the Statute, which guaranteed a minimum of investments in Catalonia based on its GDP. It also calls for better financing of Mossos d’Esquadra.

While the members of ERC in the Government demand details and a calendar to justify their commitment to dialogue, Junts per Catalunya, by the vice president of the Government Jordi Puigneró -which will be present in the Catalan delegation- has shown much more skepticism: “We are going with very relative expectations” to the meeting, he said last week. The staging of the distance that still separates both administrations will be reflected this Monday with an appearance of the ‘consellers’ at the Blanquerna headquarters, of the Generalitat in Madrid, instead of in the ministry where the meeting will take place.

Two tables, two debates

The ‘counselor’ Vilagrà The session will begin with a political speech, demanding details and recalling the conflict of political substance that must be settled at the dialogue table that will be resumed in September. An appointment in which the ‘president’ Aragonese it is going to propose amnesty and self-determination as objectives, to which the Government has shown its outright rejection.
