The Government ignores 25% of Spanish in the instructions for the next course

Not a single mention of that 25 percent more Spanish should be applied in all Catalan classrooms, as ordered by the final judgment of December 2020 of the Superior Court of Justice of Catalonia (TSJC), which obliges the Generalitat to introduce that proportion of Spanish throughout the Catalan educational system. There is also no allusion to Spanish being a “curricular language and for educational use”, as contemplated in the law agreed and approved this week in Parliament with the votes of PSC, ERC, Junts and common (with the rejection of PP, Cs, Vox and the CUP) to circumvent the linguistic error.

The instructions that the Ministry of Education has addressed to the centers this week (dated June 7, 2022) to organize the next school year ‘Documents for the organization and management of the centers.

The linguistic project’), the document, to which ABC has had access, maintains practically the same instructions in linguistic matters as the one sent to the centers in July from last year. It grants again to the Catalan language -and to the Aranese in the Aran-, “the role of the backbone of the center’s educational project” and consecrates it as the only vehicular language in the classrooms. In this sense, he urges the directors that Catalan be “the language normally used as the vehicular and learning language of the educational system, and that Catalan sign language be the reference language when necessary.”

As in last year’s document, the Generalitat remember the addresses of the centers that the academic documentation issued by the center must always be in Catalan and if it is requested by a center outside the autonomous community or abroad, it must be written in Catalan and Spanish. The 85-page document places special emphasis on the need to extend the use of the regional language outside the classroom, as well as for teachers to be referents of the Catalan linguistic model, which enshrines the use of Catalan as the only vehicular language. “The teaching teams are aware of the professional use they make of the language and of the fact that they are a linguistic model of reference for the students,” the Generalitat reminds the owners of the centers.

The Ministry of Education, directed by Josep Gonzàlez-Cambray, indicates to the directors that the linguistic project of their center «must be aimed at ensuring the intensive use of Catalan as the vehicular language of teaching and learning», and also contemplates «the application of linguistic immersion strategies in the centers in which the Catalan is not the language of the majority of students».

It also urges those responsible for the centers to “anticipate, if necessary, the need to teach content in Spanish, especially in contexts in which Spanish is not the first language of the majority of students, to guarantee that, at the end of compulsory education, the same level of the official languages ​​is achieved.

Sociolinguistic environment

This last point, which provides for a certain flexibility in the use of languages ​​according to the sociolinguistic environment, is an idea repeated by the Generalitat when it comes to outlining language projects, although with it it does not comply with the judicial dictate of imparting 25 percent Spanish (one more core subject) throughout the system.

The instructions also ignore the decree law promoted by the Government, which ignores percentages, and the law approved this week in Parliament, which grants Spanish the role of language “for curricular and educational use.” In statements to this medium, spokesmen for the ministry denied that the document sent to the centers “is contradictory to Catalan law” and assured that “it came out before its publication.” Education also recalls that it sent the directors last week “instructions on the decree.” These are limited to inviting the centers to answer a questionnaire that not only does not comply with the demands of the TSJC but also opens the door for parents who have achieved 25 percent for their children to lose that right.
