The Ministry will put out to tender the update of the Portmán project this month

Although the time that remains for the residents of Portmán to contemplate the resumption of the regeneration works of the Bay of Portmán is long, the Ministry of Ecological Transition continues to take small steps to see the light at the end of the tunnel. After the announcement, at the end of last year, that the Ministry technicians were drafting the specifications to contract the updating of the project for the material execution of the works, now it is time for the public tender for this technical work, which will have place this month, as confirmed by sources consulted by LA VERDAD.

Once the procedure is concluded, the Ministry must receive from the successful tenderer “a complete and correct solution to all the problems for the rehabilitation of the bay,” say the aforementioned sources. For this tender, the department directed by Teresa Ribera has the two million euros that appear in the General State Budgets for 2021. At the end of the year or at the beginning of 2022, with the technical proposal on the table, it will be when the Ministry put out to contract the updated project of material execution of the works, which could be around “50 or 60 million euros.”

In any case, the Ministry is prudent about the estimated calendar, waiting for the open judicial tangle to be cleared after, in April 2019, the National Court annulled the award of the 2016 contract to the Temporary Union of Companies (UTE) formed by Marco and Ciomar.

Monitoring commission

The spokesman for La Liga de Vecinos de Portmán, Daniel Portero, insists that the monitoring commission for the regeneration project “has to be convened now, as promised by the Secretary of State for the Environment, Hugo Morán, on July 8”. In addition to constituting “a just historical demand, never satisfied”, Portero stressed that it is an “urgent” action, because the deterioration of the speck that separates the coastline from the construction site and the interior lagoon that has formed ” it is producing pollutant materials being dragged into the sea, without ruling out possible harm to the population in DANA episodes ».

The neighborhood leader understands that the commission must work “with all its members united to recover not only the bay, but the port of traditional uses that existed in the mid-20th century.

In recent days, the State Coastal Demarcation has carried out reinforcement works on the butte that separates the shore of the Mediterranean with the fenced works area, which includes a large lagoon of water from the rains and the sea.

This pond, several hectares in size and a little over a meter deep, was excavated during the initial phase of the work, between 2017 and 2018, to build three drying basins for mining waste. The black sands were mixed with limestone filler to neutralize the effect of its contaminating metallic elements. In addition, the Demarcation, at the request of the neighbors, has conditioned the small walkway between the old Roberto laundry and the experimental laboratory.
