The Alliance Forum for Dual VET will return to Bertelsmann virtual space from October 19 to 22 under the title “Towards a new Dual FP”. After the pandemic prevented it from taking place in person in 2020, in its seventh edition, the event will take place in a hybrid format, since it will be broadcast virtually, but with an audience in the room. Co-organized by the Bertelsmann Foundation and the Spanish Chamber of Commerce and co-financed by the European Social Fund, the forum will revolve around the new Vocational Training law that has just been approved by the Government in the Council of Ministers and which is now pending parliamentary processing.

For four days, national and international political authorities, organizations and social agents will debate on the challenges and opportunities implied by the regulations for Dual VET and they will analyze the present and the future of this educational model.

The forum will start on Tuesday, October 19 with a conversation about Dual between the vice president of the Bertelsmann Foundation, Francisco Belil; the president of the Spanish Chamber of Commerce, José Luis Bonet; and the president of the CEOE, Antonio Garamendi. Later, there will be an interview with the Secretary General for Vocational Training, Clara Sanz, to deepen the new law. The analysis of the regulations will continue with a debate between representatives of unions, employers and associations. The day will conclude with authorities from the Governments of the Region of Murcia and the Balearic Islands, who will share their success stories in Dual FP.

On the second day, IKEA will present its study “The measurement of Dual FP in the company” on its experience with the implementation of this model in Andalusia. In addition, the Alliance for Dual Vocational Training will present the last two publications of a project that, since 2018, has given educational centers a voice to learn about the particularities of each Professional Dual Vocational family. On this occasion, those of the Mechanical Manufacturing and Vehicle Transport and Maintenance cycles will be analyzed. The rest of the day will revolve around good practices in Dual projects by the multinational Repsol, the SME TICandBOT and the Marítimo Zaporito and Escola Monserrat centers.

The international block will be held on October 21, which will be inaugurated with the latest results of the lines of work of Cedefop, the reference VET research center in Europe. Likewise, representatives of entities and alliances that are dedicated to making the Dual known and promoting a quality model in the region will discuss the importance of weaving networks in a debate moderated by Guillem Salvans, senior project manager of the Bertelsmann Foundation. Finally, the Director of Higher Education and Science of the Organization of Ibero-American States (OEI) for Education, Science and Culture, Ana Capilla, will discover the roadmap that Latin American countries follow in their Dual policies.

The forum will conclude on Friday October 22 with a large presence of young people. The day will begin with the presentation of e-Challenge, an initiative that seeks to promote innovation and entrepreneurship among students. In addition, five trainees and former trainees from Dual will share their experience as members of the Somos FP Dual network, a project promoted by the Bertelsmann Foundation with the support of Lidl and the Chamber of Commerce. Afterwards, the importance of the role of public administrations and intermediate organizations such as employers will be raised to promote Dual in their territories and sectors. For this, representatives of the Seville City Council and the International Road Transport Association will share their strategies with the attendees. The last presentation of the event will be given by the Bankia Foundation, which will present its Observatory of Vocational Training.

Finally, the director of the Bertelsmann Foundation, Clara Bassols, will be in charge of raising the main conclusions of the four days; followed by María Tosca, Director of Employment, Training and Entrepreneurship of the Chamber of Spain, who will lead the institutional closing of the forum.
