The complaint that this judicial procedure has entailed was filed by lawyer Antonio Urdiales, who asked the court to inquire about the participation of border officials from the Zaragoza Air Base and the Ministry of Foreign Affairs and Cooperation, who “authorized the entry of people provided with false documentation, being aware that Gali had initiated paths criminal cases for serious crimes of genocide and torture before the Central Court of Instruction number 3 of the National High Court, failing to make these facts known to the judicial authority of Zaragoza and allowing the transfer of the accused and those accompanying him to another province ”.

This lawyer affirmed that there are two hypotheses: Either Gali entered the national territory with an authentic passport or with a false one. In the first case, it would be a crime of prevarication and concealment, while the other would be circumscribed within the framework of the crime of prevarication “because there would be a concert between the accused and the Spanish authorities.”
