It is no longer just the associations. The School Council also puts pressure on the Minister of Education, Isabel Celaá, so that all students with specific educational support needs, commonly called NEAE, are included in the distribution of scholarships. At the last meeting of the highest advisory body of the Government in education, held on April 22, its Permanent Commission debated the draft of the royal decree of scholarships for the 2021-2022 academic year, whose content was already advanced by ABC.
It establishes the aid conditions for four groups of NEAE, but others are left out such as students with dyslexia, dyscalculia and dysorthography, attention deficit disorder and hyperactivity, among others.
The employers of the concerted, Catholic Schools (EC) and the UGT union presented two amendments to the Celaá text to ask for the inclusion of more groups with specific needs for educational support. Both were approved by majority and will be sent together with a report to the Ministry of Education, who may value it or not, since what emanates from the School Council is not mandatory. Maribel Loranca, head of the FeSP-UGT education sector said that «we are satisfied and we hope that the Ministry will take it into consideration».
In the case of the union, they have asked that students with late incorporation into the educational system be included; those who suffer from personal or school history conditions or who have learning disorders. They also mention students with mental, auditory, visual and motor disabilities; with pervasive developmental disorder; severe conduct disorder; severe developmental language and communication disorder; multidefficient and students with high intellectual abilities, although all these are already recognized in the decree either directly or implicitly.
The justification of UGT is “not to leave out of these aid the students with some typology that is not specifically included in the royal decree, avoiding unjustified exclusions».
In the case of Catholic Schools, they have left the list as proposed by the Ministry but adding two more categories: students with late integration in the Spanish educational system and students with specific learning difficulties to complete the specific needs of educational support of the LOE that were still not included. «We value acceptance of amendments. The employer’s association has based the presentation of the amendment on the obligation of the Ministry to comply with the State Budget Law of 2018 which establishes that the two groups mentioned must be included. This was one of the laws that the Spanish Dyslexia Federation (Fedis) also supported to request its inclusion and that of other NEAEs in the distribution of scholarships in a claim to the Ministry that already collected 11,000 signatures.
