The elaboration of participatory budgets has been extended to the city councils of Spain in recent years. But in practice it tends to become an image gesture of the government of the day rather than a reality expressed in the projects requested by the neighbors. Especially because the amounts allocated are marginal over the total and later because many approved proposals do not go ahead.

47,000 euros out of a total of 117 million. Only 0.04%. In that they have remained what were to be the “most participatory in history” budgets of the Torrevieja municipality, in the words of the PP government team in Torrevieja, according to the councilor of Sueña Torrevieja, Pablo Samper, yesterday. And also with a doubtful real execution expectation. The mayor explained yesterday that “the only two proposals” for participatory budgets that training has found in the 2020 budgets, approved just a couple of months ago, are the drafting of the project for the construction of pedestrian-accessible crossings and the remodeling of the green Way. The sum of both amounts to € 47,190. Also “to begin and end in 2020 and financed with loans for a longer delay.” Samper recalled that the PP government team had credit for four participatory projects from the beginning of 2019 until the entry into force of the 2020 budget for 205,000 euros. However, it has not executed “not a single euro and without even starting the hiring procedures, despising the citizens of Torrevieja who proposed them.”

Those of 2019, eliminated

In addition, the popular ones “eliminated” from their forecasts the four projects of the participatory budget selected by the neighbors approved in the 2019 budget by the previous government with the support of Sueña Torrevieja, “once again despising the citizens.”

These four four projects were: 80,000 euros for the corridor and bike lanes, 50,000 euros for the drafting of the municipal nursery project -which Torrevieja lacks-, 45,000 euros for drafting the project for the youth leisure center, and 30,000 euros for the drafting of the association house project, 0.23% of the 90 million of the 2019 Budget, “which without being much in proportion was 7 times more participatory than that of 2020”.

Samper indicated that “the two most famous requests from the citizens of 2020: the construction of climbing walls in the sports city and city parks, and a special skateboard park have not been found by Sueña Torrevieja in the investments of the year” , nor in the investment annex for the years 2021, “so if this is the case, the execution of the climbing walls cannot be pending the formalization of any loan, as stated a few days ago by the Councilor for Finance,” he said.
