The elaboration of participatory budgets has been extended to the city councils of Spain in recent years. But in practice it tends to become an image gesture of the government of the day rather than a reality expressed in the projects requested by the neighbors. Especially because the amounts allocated are marginal over the total and later because many approved proposals do not go ahead.

Samper indicated that “the two most famous requests from the citizens of 2020: the construction of climbing walls in the sports city and city parks, and a special skateboard park have not been found by Sueña Torrevieja in the investments of the year” , nor in the investment annex for the years 2021, “so if this is the case, the execution of the climbing walls cannot be pending the formalization of any loan, as stated a few days ago by the Councilor for Finance,” he said.
