What foreigners residing in Catalonia should know about the Covid vaccination


It is currently difficult to find information about the Covid-19 vaccine in English or specifically directed at foreigners residing in Spain. This is partly because there is no central government decision on how foreigners should be incorporated into vaccination campaigns. It is up to the 17 regional governments to decide how and inform their foreign of their vaccination strategies against Covid.

The general advice for people with private health insurance in the aforementioned regions is that they should make sure they have updated their municipal register or contact the local health authorities to obtain a temporary public health card.

Foreigners who are residents, contribute to social security in Spain and are registered in the public health system will already be incorporated into the vaccination strategy, although it is always useful to check that their local health center has their contact information more updated.

What is the situation of foreigners in Catalonia regarding the Covid-19 vaccine?

Every person residing in Catalonia has the right to access the public health system, regardless of their resident status, says the Catalan public health system.

If you live in Catalonia, the best way to ensure that you are included in the vaccine deployment plan is to register with the Catalan public health system – CatSalut.

The Secretary of Public Health of Catalonia, Josep Maria Argimon, said during a press conference in February that “the only requirement [for getting the vaccine] it is to have a public health card ”.

To obtain a public health card, you must make sure you have your municipal registry certificate. You must also be entering the Spanish social security system.

If you do not pay social security because you are not employed or registered as self-employed (autonomous) and are not automatically eligible for the CatSalut public health card, you can access it in two ways.

If you can afford it, you can apply for the special health care benefit here, known as special agreement. Foreign residents with lower income who are not registered in the Spanish social security system can apply for aid with public coverage here or through this online application form.

You also can process the application for affiliation to the INSS as Holder or Beneficiary and attach it electronically with your DNI / NIE when you apply for your health card.

What else do foreigners need to know in Catalonia?

The Spanish government website says: “All people included in the priority groups are being vaccinated regardless of their nationality or their type of insurance.”

If you have not made your resident status official, you must do so as soon as possible by registering with the town hall, in addition to obtaining your green certificate or TIE. Having your registry, in particular, will be essential to register with your local health authority.

If you request a public card from CatSalut, you will be assigned a specific public doctor. Foreigners who do not have an assigned doctor on the day of their vaccination appointment must present their European Health Card, their passport or DNI and their municipal registration card that proves their residence in Catalonia.

The vaccination records in Catalonia are being carried out through the Catalan online system La Meva Salut. When your group is called to get vaccinated, you will receive an SMS text message to let you know. Then you should visit this Web page to make an appointment for your vaccination. There is the option to register with your CIP CatSalut number or the option to register with your NIE or passport number if you do not have the first one.

If you don’t get the text message and you know your group has been called, you need to sign up for the appointment through the same website anyway to make sure they have a record of you.

What if I only have private health insurance?

The Secretary of Public Health of Catalonia, Argimon, has recommended that foreigners and Spaniards who only have private health insurance consult their doctors and contact the officials of the public health system once their group is called to receive the vaccine.

During a press conference, he assured that everyone in Catalonia has the right to receive the vaccine, regardless of their nationality and immigration status, including homeless people.

To make the process more fluid, you can request a CatSalut public health card through one of the ways mentioned above, even if it is only temporary.
